8-2-2: USE OF PUBLIC SYSTEMS REQUIRED; CERTIFICATE OF COMPLIANCE:
   A.   Use Required:
      1.   It shall be unlawful for any person to place, deposit, or permit to be deposited in any unsanitary manner on public or private property within the village or in any area under the jurisdiction of the village any human or animal excrement, garbage or other objectionable waste.
      2.   It shall be unlawful to discharge to any natural outlet within the village or in any area under the jurisdiction of the village any sewage or other polluted waters, except where suitable treatment has been provided in accordance with this chapter. (Ord., 2-4-1985)
      3.   All sanitary systems within the village shall be connected to the sanitary sewage disposal system maintained by the village.
      4.   Any system of disposal of human waste or other wastes contemplated by ordinance W200 creating the wastewater disposal zone shall be connected to the septic tank furnished by the village. Said connection shall be made at the expense of the property owner into the system now provided by the village. Any connection not made as herein provided for or any disposal system not approved by the village is hereby declared illegal and shall subject the owner thereof to a fine as hereinafter stated. Each day that said situation shall exist shall be considered a separate offense. For the purposes of clarity, it is hereby stated that no privy, open pit, tile drain, septic tank, cesspool, or cesspool drainfield may be maintained within the village.
   B.   Certificate Of Compliance; Inspections:
      1.   Certificates of compliance of connection of facilities from the property may be issued: a) by licensed Illinois plumber; or b) by the village employee designated to make such inspection.
      2.   For the purposes of enabling compliance, the authorized employee of the village may enter upon any premises within the village to make inspection of the facilities. (1993 Code p. 22 Ord. Clark 1, 7-6-1988; amd. 2006 Code)
      3.   The village employee making inspection shall secure permission of the property owner for privilege to inspect. If permission is denied, a written notice of the proposed date of inspection shall be given to the residents of said premises by United States mail, twenty four (24) hours prior to the date for inspection. If permission is still denied, a permit shall be obtained from the appropriate court having jurisdiction over ordinances of the village. In such case, all court costs and attorney fees shall be assessed against the owner of the property.
      4.   Any plumber making an untrue certificate of compliance shall be deemed guilty of a misdemeanor and fined as herein provided. (1993 Code p. 22 Ord. Clark 1, 7-6-1988)
