§ 91.45 DEFINITIONS.
   The following definitions apply for the purposes of this subchapter.
   AFFECTED RESIDENTS AND PROPERTY OWNERS. Both residents and property owners who live or own property on a low-density residential street, which has vehicular access to and is located within the same block (measured intersection to intersection) as any proposed speed hump;
   APPLICATIONS FOR SPEED HUMPS. Include a petition of affected residents and property owners.
   FUNCTIONAL CLASSIFICATION. “The process by which streets and highways are grouped into classes or systems according to the character of service they are intended to provide.” (Highway Functional Classification and Needs Study Manual)
      (a)   ARTERIAL SYSTEM. Provides for through traffic movement between areas and across the city with limited access to abutting property.
      (b)   COLLECTOR SYSTEM. Provides for traffic movement between arterials and local streets, with limited access to abutting properties.
      (c)   LOCAL SYSTEM. Provides direct access to abutting properties.

   SPEED HUMPS. Geometric design features of a roadway, consisting of a raised area in the roadway pavement surface, extending transversely across the travel way, whose primary purpose is to reduce the speed of vehicles traveling along the roadway.
