Such tax shall be paid to the State Registrar of Motor Vehicles or to a Deputy Registrar at the time application is made for registration of such motor vehicle under Ohio R.C. 4503.10. No certificate of registration or numbered license plate may be issued to any owner of a motor vehicle in the City for which such motor vehicle license tax has not been paid.
