After a rule has been duly made and established by the Civil Service Commission according to this chapter, whoever makes an appointment or selects a person for employment contrary to the provisions of such rule or the provisions of this chapter or wilfully refuses or neglects otherwise to comply with or to conform to the provisions of this chapter or wilfully violates any of such provisions, shall be fined not less than two hundred dollars ($200.00) nor more than five hundred dollars ($500.00). If any person so convicted holds any public office or place of public employment, such office or position shall by virtue of such conviction be rendered vacant.
