Any person employed by the City in a position included in the classified service for at least thirty days preceding the effective date of this chapter shall retain his position without examination until discharged, reduced, promoted or transferred in accordance with a duly enacted ordinance or the rules and regulations of the Civil Service Commission adopted thereunder.
