The Civil Service Commission shall file with the Finance Director and keep revised and up to date a list of all the persons that have been appointed or employed by the City in accordance with the provisions of this chapter and of the rules established hereunder. The Finance Director shall not draw any warrant for salary or compensation for service to any person holding a position in the classified service, unless the name of such person is so certified.
