167.04 COMPETITIVE, NONCOMPETITIVE AND UNSKILLED LABOR CLASSES.
   There shall be in the classified civil service three classes to be known as competitive class, the noncompetitive class, and the unskilled labor class.
   (a)   The competitive class shall include all full-time positions and employment for which it is practical to determine the merit and fitness of applicants by written competitive examination.
   (b)   The noncompetitive class shall consist of all full-time positions requiring peculiar and exceptional qualifications of a scientific, managerial, professional or educational character, as may be determined by the rules of the Civil Service Commission.
   (c)   The unskilled labor class shall include all full-time positions involving physical labor and requiring no specific education, certification, training or experience prior to appointment. Basic minimum qualifications such as high school diploma, driver's license, etc. may be required without removing the position from the unskilled labor class.
   (d)   Special police and dispatch personnel, who are considered lateral transfers, are hereby designated members of the classified service who shall not require a competitive examination but whose appointment shall be made pursuant to the rules of the Civil Service Commission.
