All full-time permanent employment positions in the service of the City shall be in the classified civil service, except the following positions which, in addition to temporary, seasonal, and part-time employees, shall comprise the unclassified service:
(a) Clerk of Council.
(b) Deputy Clerk of Council.
(c) Executive Assistant to the Mayor.
(d) Finance Director.
(e) Assistant Finance Director.
(f) Law Director.
(g) City Prosecutor.
(h) Safety Director.
(i) Service Director.
(j) Assistant Service Director.
(k) Water Superintendent.
(l) Water Billing Administrator.
(m) City Engineer.
(n) Engineering Technician/Inspector.
(o) Construction Manager.
(p) Building Director.
(q) Planning Director.
(r) Assistant Planner.
(s) Parks and Recreation Director/Senior Citizens Services Director.
(t) Administrative Assistant to the Fire Chief.
(u) Administrative Assistant to the Police Chief.
(v) Administrative Assistant to the Service Director.
(w) IT Network Administrator
(x) Economic Development Director
