There is hereby established a civil service system to be administered by the Civil Service Commission, which shall consist of three electors of the City, not holding other municipal office or employment, to be appointed by the Mayor subject to confirmation by Council.
Not more than two of such persons shall be of the same political party and they shall serve, one for two years, one for four years and one for six years. Upon the expiration of the terms of office of such members their successors shall be appointed to hold office for a term of six years. A vacancy occurring during the term of any member shall be filled for the unexpired term in the manner authorized for the original appointment.
