(a) All ordinances and resolutions of this Council shall be enacted and become effective in the manner and at the time provided by the general laws of the State then in effect, unless a contrary provision is in the Charter. Upon passage, each ordinance and resolution shall be published one time, by title only, in either The Record Courier, Ravenna, Ohio, The Gateway Press, Streetsboro, Ohio, or the Record-News, Streetsboro, Ohio, unless a particular ordinance or resolution specifically directs or orders otherwise; provided, however, that every newspaper publication of each ordinance or resolution shall contain a statement that a copy of the ordinance or resolution is available for inspection in the office of the Clerk of Council in the City Hall Building.
(b) Any notices required to be given to the public by the City shall be given in the manner and at the time provided by the general laws of the State then in effect, unless a contrary provision is in the Charter or unless a particular ordinance or resolution specifically directs or orders otherwise and the newspaper in which publication is made shall be either The Record Courier, Ravenna, Ohio, The Gateway Press, Streetsboro, Ohio, or the Record-News, Streetsboro, Ohio, unless those general laws otherwise require.
(c) Unless otherwise provided by subsequent legislation, the Clerk of Council shall determine in which of the newspapers described in subsections (a) and (b) hereof, each ordinance, resolution or notice shall be published, the Clerk's determination to include consideration of cost of publication and the breadth of coverage provided and the time at which publication is required to be made. Any or all of those factors and such other factors as the Clerk may deem important may be determinative. (Ord. 1986-24. Passed 4-28-86.)
