The Mayor be, and hereby is, authorized to declare personal property with an estimate unit value of less than one thousand dollars ($1,000.00) to be surplus or obsolete property when the personal property is not longer needed for municipal purpose or unfit for public use. Pursuant to Ohio Revised Code Section 721.15(C), the Mayor is further authorized and instructed to discard or salvage said personal property in his or her discretion.
