(c) The City has the authority and discretion to repair, or authorize third parties to repair any and all broken monuments, markers and headstones and, if the City so chooses can permit the preservation of engraved markers, monuments and headstones that are no longer legible or otherwise in disrepair.
(d) The City will allow, due to the age and condition of existing engraved markers, monuments and headstones, the placement of a new marker, monument or headstone adjacent to existing marker, monument and headstone.
