(a) At any premises where a water account is delinquent, the delinquent amount shall be certified to the County Auditor for collection with real estate taxes, in accordance with Ohio law. Prior to making any certification, the owner of the property shall be provided notice and an opportunity to be heard at a hearing before the Water Billing Adjustment Board. The Board may adjust the amounts due in accordance with its authority under Section 925.20.
(b) Where a final bill or a delinquent account balance remains unpaid after sale of any premises, the balance associated with that premises as of the date of sale may be transferred and added to the current account balance at any other premises where the transferor is or remains a customer. Any such transfer shall be accompanied by notice thereof to the customer.
