925.10 DEFINITIONS.
   As used in this Chapter:
   (a)   "Customer" means any of the following:
      (1)   The owner or owners of any premises receiving City water service,
      (2)   Any person, corporation, partnership, company or other entity that has established an account with the City for the purpose of obtaining City water service, and
      (3)   Any person, corporation, partnership, company or other entity that is in lawful possession of a premises receiving City water service, by lease, rental agreement, decree of foreclosure, a will or probate administration, power of attorney, guardianship, receivership, or other means.
   (b)   "Owner" means the person, corporation, partnership, company, or other entity identified on the Portage County tax duplicate as the owner of any premises, as well as the heirs, successors, or transferees of such owners, persons, corporations, partnerships, companies, or other entities. The owner of any premises identified in subsection (c)(1) of this Section shall be deemed the owner of any premises identified in subsection (c)(2) of this Section which is located on the first said premises.
   (c)   "Premises" means either of the following:
      (1)   Any lot, parcel of land or other classification of real property recognized by the Portage County Auditor for tax or assessment purposes, even if exempt from taxation, or
      (2)   Any buildings situated thereon, or other units thereof, to the extent such buildings or units are separately metered for water service but are not recognized by the Portage County Auditor as separate parcels of real property.
   (d)   "Director" means the Director of Public Service.
   (e)   "Curb stop" means the valve controlling the water supply to a building or premises, installed between the curb or pavement edge and the sidewalk or right-of-way line, or at such other location designated by the Director.
   (f)   "Curb box" means a capped, vertical pipe extending from the curb stop to the surface of the ground, allowing access to operate the valve.
   (g)   "Service connection" means a pipe and valves dedicated to providing water directly from a City-owned water main to a premises.
