167.16 VACANCY IN POLICE LIEUTENANT POSITION.
   When the City determines that a vacancy exists in the position of lieutenant in the City police department and determines to fill the vacancy, the following procedure shall be followed:
   (a)   The City shall give a written promotional examination in accordance with the Ohio Revised Code and City Civil Service Rules and Regulations not contrary to this procedure;
   (b)   For all candidates who pass the written examination, they shall have only their seniority credit added. No military or other credits shall be added to a candidate’s passing score;
   (c)   An eligibility list of the top three (3) candidates will be established by the Civil Service Commission and submitted to the Mayor/Safety Director; and
   (d)   The Mayor/Safety Director shall appoint one of the three candidates to the position of police lieutenant within thirty (30) days of the Civil Service Commission’s submission of the promotional eligibility list.
