(a) Application for a permit is to be made to the City Engineer. Right-of-way permit applications shall contain, and will be considered complete only upon compliance with, the following requirements:
(1) Submission of a completed permit application form, including all required attachments, and scaled drawings showing the location and area of the proposed project and the location of all existing and proposed equipment (unless waived by the City Engineer).
(2) Payment of permit fee (and any additional permit review and construction observation charges as determined by the City Engineer).
(3) Deposit of restoration bond (unless not required by the City Engineer).
(b) The City Engineer may waive the permit fee if in his or her opinion the excavation or obstruction proposed under the application does not require City review or construction observation, to ensure public health, safety, and welfare as it related to City right-of-way.
