909.03 PERMIT REQUIREMENT.
   (a)   Except as otherwise provided in this chapter, no person may install any Facilities or Equipment in the public right-of-way, obstruct any public right-of-way, or excavate in any public right-of-way without first having obtained a permit to install, an excavation permit, or an obstruction permit, respectively, from the City Engineer. Work authorized under a Permit to Install that also includes excavation or obstruction may be combined by the City Engineer into a single permit.
   (b)   No person may excavate or obstruct the right-of-way beyond the date or dates specified in the permit unless such person makes a supplementary application for another right-of-way permit before the expiration of the initial permit, or a new permit or permit extension is granted.
   (c)   Permits issued under this chapter shall be conspicuously displayed at all times at the indicated work site and shall be available for inspection by the City Engineer.
