(a) Council hereby establishes the Department of Public Grounds and Facilities, under the control and supervision of the City Director of Public Service, for the purpose of maintaining the City buildings, grounds, and parks.
(b) The Department of Public Grounds and Facilities is to be staffed by two employees whose duties will be to maintain all of the City buildings, grounds, and parks in such manner and standard as the City Director of Public Service may direct, and who shall be appointed by the Mayor, with compensation to be recommended by the Mayor and set by Council. All employees within the Department of Public Grounds and Facilities shall report to the City Director of Public Services.
