The electors who sponsor an initiative, referendum, or recall petition may, if they desire, secure certain assistance from the Law Director; provided, however, that the electors who sponsor such petition and who desire such assistance present to the Law Director a written request stating their proposal and signed by at least one hundred (100) electors of the Municipality.
The assistance secured from the Law Director may include all or part of the following:
A. Approval as to form of such petition prior to the circulation thereof; provided however, that in case of referendum petitions, the submission of such petition to the Law Director shall be made within a period of 25 days after the adoption of the ordinance or other measure sought to be referred.
B. Advice as to the legal requirements involved in the circulation and filing of such petition.
C. Approval of the execution of such petition after the circulation thereof and prior to the filing thereof with the Clerk of Council, provided, however that in the case of referendum petitions, the submission of such petition to the Law Director shall be made within twenty-five (25) days after the adoption of the ordinance or other measure sought to be referred.
