The Mayor shall establish the date, time, and place for the first meeting of each year, at which the Civil Service Commission shall organize under a chairperson and vice chairperson elected from among the three (3) members, for a term of one (1) year. The Civil Service Commission shall establish its own rules of government. Meetings may be held at the discretion of the chairperson.
