SECTION 4.16 VACANCIES.
   Whenever the office of a Councilman shall become vacant for any reason, the vacancy shall be filled by majority vote of all the remaining members of Council. If the vacancy is in an office of a Councilman representing a ward, such vacancy must be filled from that ward. If the vacancy occurs in the office of a Councilman at-large, such vacancy can be filled from any ward within the Municipality. Such appointed Councilmen shall hold office until that office shall be filled by the election of a Councilman for the unexpired term of the office so vacated. Candidates seeking this office shall be nominated and elected pursuant to Article XIX of this Charter at the next regular Municipal election occurring prior to the expiration of the term of office for which there is a vacancy. The successful candidate shall be installed as a member of Council immediately following his election at the next election, whether a primary or a general election.
   A vacancy in the office of President of Council shall be filled by the Vice President becoming President of Council, and the office of Vice President shall be filled by a Councilman elected by a majority vote of the remaining members of Council.
   In the event Council should fail to fill a vacancy in the office of Councilman, or in the office of Vice President of Council, within thirty (30) days from the date such vacancy occurs, then the powers of Council to do so shall lapse and the senior presiding judge in the Court of Common Pleas of Portage County shall fill it by appointment.
   The person elected or appointed to fill a vacancy shall have the qualifications for the particular office specified in Section 4.03 of this Charter, and shall hold office until his successor is elected and qualified or for the unexpired term, if no such successor is elected or qualified.
