(a) No owner or occupant having control of any lot of land abutting upon a public sidewalk within the City shall permit the sidewalk abutting the premises to be in disrepair or subject to obstructions or nuisance.
(b) Whereas every owner or occupant having control of any lot of land abutting upon a public sidewalk within the City shall be responsible for keeping such sidewalk in a good state of repair and free from defects and debris. Failure to maintain the sidewalk may result in the City undertaking such repair or remedy and charging the costs therefor back to the owner or occupant, and looking to such owner or occupant for contribution and indemnity.
