The following definitions shall apply in the enforcement and interpretation of this regulation (the term "shall" indicates that which is required):
(1) "Approved Manner" means a manner which is in accordance with existing requirements of the City of Streetsboro.
(2) "Basement" means that portion of a building which is partly or completely below grade.
(3) "Central Heating System" means the heating system permanently installed so as to provide the distribution of heat to all habitable rooms.
(4) "Commercial Unit" means any structure or portion thereof which is designed or used primarily for commercial purposes, including hotels, motels, boarding houses, lodging houses and tourist dwellings.
(5) "Deterioration" means the condition or appearance of the exterior of a building or part thereof, characterized by holes, breaks, rot, crumbling or cracking, peeling, rusting or other evidence of physical decay, neglect or lack of maintenance.
(6) "Dilapidated" means no longer adequate for the purpose or use for which it was originally intended and in need of repair.
(7) "Dwelling" means any building or portion thereof which is designed or used primarily for residence purposes, including one-family, two-family and multi-family, but not including hotels, motels, boarding houses, lodging houses and tourist dwellings. An attached garage for purposes of determining the front, side and rear yards shall be considered a part of the dwelling.
(8) "Dwelling Unit" means one or more rooms providing complete living facilities for one family, including equipment for cooking or provisions for the same, and including rooms for living, sleeping and eating.
(9) "Egress" means an arrangement of exit facilities to assure a safe means of exit from building.
(10) "Extermination" means the control and elimination of insects, rodents or other pests by eliminating their harborage places; by removing or making inaccessible materials that may serve as their food; by poisoning, spraying, fumigating or trapping.
(11) "Exterior of the premises" means those portions of a building which are exposed to public view and the open space of any premises outside of any building.
(12) "Family" means one or more persons related by birth, marriage or legal adoption occupying a dwelling unit and living as a single housekeeping unit, or not more than four unrelated persons occupying a dwelling unit and living as a single housekeeping unit.
(13) "Industrial Unit" means any structure or portion thereof which is designed or used primarily for industrial purposes.
(14) "Owner" means any person who, alone or jointly or severally with others: (a) shall have legal title to any premise, dwelling or dwelling unit, with or without accompanying actual possession thereof, or (b) shall have charge, care of control of any premise, dwelling or dwelling unit, as owner or agent of the owner or an executor, representing the actual owner shall be bound to comply with the provisions of this regulation to the same extent as if he were the owner.
(15) "Person" includes any individual, corporation, association, partnership, trustee, lessee, agent or assignee.
(16) "Plumbing" includes the practice, materials and fixtures used in the installation, maintenance, extension and alteration of all piping, fixtures, appliances and appurtenances in connection with any of the following: drainage systems, the vent system and the water-supply venting systems, with or adjacent to any building, structure or conveyance; also the practice and materials used in the installation, maintenance, extension or alteration of the storm-water, liquid-waste or drainage and water-supply systems of any premises.
(17) "Premises" means a platted lot or part thereof of unplatted lot or parcel of land, either occupied or unoccupied by any dwelling or non-dwelling structure, and includes any such building, accessory structure or other structure thereon.
(18) "Rehabilitation" means the restoration of a structure or dwelling unit to a satisfactory physical condition which meets all the provisions of this Code.
(19) "Rooming House" means any dwelling other than a hotel or motel or that part of any dwelling, containing one or more rooming units, in which persons either individually or as families are housed with or without meals provided.
(20) "Rooming Unit" means any room or group of rooms forming a single habitable unit used or intended to be used for living and sleeping, but not for cooking purposes.
(21) "Rubbish" means any combustible and noncombustible waste material except garbage and includes the residue from the burning of wood, coal, paper, rags, rubber, leather, tree and yard trimmings, metals, glass and other like materials.
(22) "Structure" means anything constructed or erected, the use of which requires permanent location on the ground or attached to something having a permanent location on the ground, including advertising signs, billboards, pergolas, farmers' roadside stands, fences and walls.
(23) "Substandard Condition" means a premise that fails to comply with one or more of the provisions of this Code.
(24) "Supplied" means paid for, furnished by, provided by or under the control of the owner, operator or agent.
(25) "Temporary Housing" means any tent, trailer, mobile home or any other structure used for human shelter which is designed to be transportable and which is not attached to the ground, or another structure, or to any utility system on the same premises for more than thirty (30) consecutive days.
(26) "Undefined Words" means words not specifically defined in this regulation shall have the common definition set forth in a standard dictionary.
