(a) The purpose of this regulation is to protect the public health, safety and general welfare by establishing minimum standards governing the maintenance, condition and appearance of residential and nonresidential structures and premises; to fix responsibilities and duties upon owners and occupants of structures with respect to sanitation, repair and maintenance; to authorize and establish procedure for the inspection of premises; and to fix penalties for violation of this Code.
(b) While the purpose of this Code is to establish standards for structures, at the same time it is not intended to make practical attainment of these standards impossible. This Code shall be construed liberally and justly to ensure public health, safety and welfare.
