Such temporary housing or shelter shall be permitted to be utilized pending the construction, reconstruction and refurbishment of the destroyed or damaged structure, such construction, reconstruction and refurbishment not to exceed a period of four months. For good cause shown and in order to avoid hardship upon the property owner, the time period contained herein may be extended for a reasonable period of time.
