In addition to the provisions of Chapter 1303 fixing fees to be charged in connection with the issuance of building permits, the Building Director shall charge and collect from the permit applicant, such amount as shall reimburse the City for expenses incurred in connection with extraordinary and supplemental architectural or engineering review of building plans. Such extraordinary or supplemental review of plans may be ordered by the Commissioner when, in his opinion, the nature and complexity of the plans, other than for one or two-family dwellings or detached garage plans, require additional and comprehensive architectural or engineering review for the protection of the public safety, health or welfare.
