All buildings or structures, both existing and new, and all parts thereof, shall be maintained in a safe and sanitary condition. No incomplete alteration, construction or repair shall remain uncompleted more than six (6) months after issuance of the permit to alter, construct or repair the building or structure. All devices or safeguards which are required in a building when erected, altered or repaired shall be maintained in good working order. The owner shall be responsible for the maintenance of buildings and structures.
