As used in this chapter:
(a) “City resident” means an individual who:
(1) Physically resides on real property in the City at the time of his death; or
(2) Presently owns real property in the City upon which stands an established home, resided on such property at any time in the past and still maintains ownership of such property, notwithstanding the fact that such individual may own and inhabit other real property without the City.
(b) “Nonresident” means any individual who does not meet the requirements of subsection (a) hereof.
(c) “Ex-resident” means an individual who purchased a cemetery lot and owned such a lot for at least one year while a Streetsboro resident.
