The following requirements shall be met by all residential generators within the City:
(a) Recycling bins shall be placed at the street curb, however, alternative arrangements for pickup may be made between the subscriber and the Contractor, when approved by the Director of Public Service.
(b) No recycling bins are permitted to remain on the tree lawn or curb of the public street for a period longer than twenty-four hours after the pickup and removal of the recyclable materials contained therein.
