There shall be a charge billed to each subscriber by the City's Contractor for solid waste collection, the fee for which is set forth in the City's Franchise. The fee for solid waste collection will be assessed for each residential dwelling unit monthly, but will be billed to the unit quarterly. The payment for the aforementioned service shall be remitted to the City's Contractor.
