(a) Regardless of whether a franchise is required pursuant to Section 941.03, no person, firm, corporation or other entity shall collect solid waste within the City or haul solid waste upon the streets of the City without first obtaining a permit from the Portage County Health Department and complying with the provisions of this chapter and the rules and regulations of the Portage County Health Department relative to such collection and removal.
(b) A current schedule of residential rates that will be charged to the subscribers of the City's Contractor, as well as the all of the Contractor's rules and regulations, will be maintained on file with the Director of Public Service.
