(a) A period of emergency for the entire City or a limited geographical area in which the same is deemed to exist, shall be established by the Mayor when he has determined that a serious shortage of water supply exists which threatens the public peace, health and/or safety of same area. Such periods of emergency shall be thirty days or less, as proclaimed by the Mayor and if limited to less than the entire City, a description of the geographical area in which the shortage exists shall be provided.
(b) A description of the type of restriction shall also be proclaimed, i.e., described as to the type; full, partial, odd/even days, or limited hours. Subsequent periods of emergency may be proclaimed as the situation warrants. During such periods of emergency, the provisions of Section 925.05 shall be in effect.
(c) A proclamation of an emergency period shall become effective by posting in three conspicuous public places and shall remain effective for a period not to exceed thirty days. Further notice thereof shall be printed in the next available edition of a newspaper of general circulation in the City for each such emergency period proclaimed by the Mayor in any calendar year.
