There is hereby established, in the Department of Public Service, a Division of Water, under the control of the Director of Public Service. The Division of Water shall be charged with the duty of managing and operating the public water system of the City, including the purchase, storage, distribution and sale of water, the maintenance, inspection, installation and repair of water towers and tanks, pumps, control valves, service valves, water mains, customer service lines, meters, etc., the billing and collection of water service charges, regulatory compliance related to public water systems, and such other work connected with the Division as the Director of Public Service may designate from time to time.
