Any owner, occupant or person having the charge or management of any lot or parcel of land who, after receiving notice as provided for in Section 905.02, determines to perform the work ordered by the Director of Public Service, shall obtain from the City Engineer or the Director of Public Service the grade of the street. All work performed shall be done in accordance with the plans, specifications and profiles provided to such property owner by the City Engineer or the Director of Public Service and shall be subject to final approval of the City Engineer or the Director of Public Service.
