As used in this chapter:
(a) “Commercial snow removal machinery or vehicle” means any self-propelled mechanism or vehicle (as defined in R.C. 4501.01(A)) operated for the purpose of monetary gain or profit, and designed, intended or used in the removal of snow and ice and operated by controls located either inside or outside of the mechanism or vehicle.

(b) "Owner" means any person, firm or corporation, other than a lien holder or dealer, having a certificate of title to a commercial snow removal machine or vehicle or other right to the possession thereof.
(c) "Operator" means any person who is the operator, driver or in actual physical control of a commercial snow removal machine or vehicle.
(d) "Street" or "highway" means the entire width between the boundary lines of every way open to the use of the public as a thoroughfare for the purpose of vehicular travel.
(e) "Private road" or "driveway" means every way or place in private ownership used for vehicular travel by the owner and those having express or implied permission from the owner but not by other persons.
(f) "Limited access highway" or "freeway" means a highway specially designed for through traffic and over which abutting property owners have no easement or right of access by reason of the fact that the property abuts upon such highway and access to which may be allowed only at highway intersections designated by the Department of Transportation of the State.
(g) "Interstate highway" means any part of the interstate system of highways as defined in subsection (e), 90 Stat. 431 (1976) 23 U.S.C.A. 103 and amendments thereof.
