(a) No person shall challenge to a fight, verbally abuse or make derogatory remarks to a police officer, fireman, the Mayor or any other officer or employee of the City, while such police officer, fireman, Mayor or officer or employee is engaged in the performance of his duties on behalf of the City.
(b) Whoever violates this section is guilty of a minor misdemeanor.
