10-3-4: FINAL PLANS AND SPECIFICATIONS FOR REQUIRED LAND IMPROVEMENT:
After the approval of the final plat, the village clerk records the plat with the recorder of deeds of Cook County, and the subdivider may proceed to develop and sell lots in his subdivision.
   A.   Engineering Plans Required: After the approval of the preliminary plan and as a condition of final plat approval, and prior to submission to the village board for approval, the subdivider shall submit to the director of community development three (3) complete sets of engineering plans and specifications plus one digital copy of each in a format approved by the village engineer for the land improvements required by this title along with a single estimate of the cost of the proposed improvements. The date of application acceptance is not determined until the applicant has filed the last item of required supporting data as detailed in this section. The village reserves the right not to accept any supporting data that is not in conformance with the requirements of this section. Said engineering plans and specifications shall include the following:
      1.   Title sheet.
      2.   Standard village detail.
      3.   General construction standards, details and notes.
      4.   Special detail.
      5.   Grading plan.
      6.   Overall utility layout plan with a minimum scale of one inch equals one hundred feet (1" = 100').
      7.   Street lighting plan.
      8.   Pavement plan and profile.
      9.   Underground improvements plan and profile.
      10.   Sewer and water conflict analysis 1
      11.   Storm sewer and stormwater storage calculations 2
      12.   Final wetland mitigation plan.
      13.   Final landscaping plan.
      14.   The developer shall provide a digital copy of the subdivision's final plat on a CD-ROM in a format compliant with the village's GIS computer system.
Note: All engineering drawings shall be submitted on twenty four inch by thirty six inch (24" x 36") sheets and in a digital format as specified by the village engineer. Except as otherwise specified, all plans shall have a minimum horizontal scale of one inch equals fifty feet (1" = 50') and a minimum vertical scale of one inch equals five feet (1" = 5'). All engineering drawings and calculations shall be signed and sealed by a registered professional engineer.
   B.   Engineering Plans Approval: The director of community development shall distribute the complete sets of final plans and specifications for land improvements to the village staff for review and approval. The staff review will be completed in less than sixty (60) days from the date of receipt of a complete application, and the applicant will be informed in writing of any required changes. The applicant will then make the required changes and resubmit nine (9) sets of the drawings reflecting the recited changes. The revised plans will then be reviewed by the staff for compliance with this code and requirements of the preliminary plans previously approved by the village board.
      1.   Review Of Final Plans, Certification: After staff review and all required changes have been made, the village engineer must certify that the plans and specifications are accurate and in accordance with this title, rules, regulations, codes or other appropriate standards adopted by the village. The director of community development will also certify that the review has been completed and that all required changes have been made.
      2.   Review Fees: The village will charge the subdivider for review of plans for required surface and underground improvements based upon fees as established by the village. This fee shall be paid by the subdivider prior to the approval of his engineering plans. Fee shall include charges for review by any member of village staff. Any costs for consultants employed by the village for review of the plans shall be billed to developer on a time plus material basis. Final review fees are one percent (1%) of the estimated cost of the public improvements. (Ord. 2010-27, 12-2-2010)
