AMENDMENT TO SECTION R-401
GENERAL
   A.   Subsection R-401.1 Application:
   Delete subsection in its entirety and insert the following:
   The provisions of this Chapter shall control the design and construction of the foundation and foundation spaces for all buildings. Wood foundations shall not be used except for detached sheds.
AMENDMENT TO SECTION R-402
MATERIALS
   A.   Delete Subsections R-402.1, Wood foundations; R-402.1.1 Fasteners; and R-402.1.2 Wood treatment.
   B.   Subsection R-402.2 Concrete: Delete the text and table in this section is its entirety and insert the following:
   R-402.2 Concrete: All concrete used for footings, foundations, basement slabs, interior slabs on grade, garage floors, driveways, patios, sidewalks, service walks and steps shall have a minimum compressive strength of 3,500 p.s.i. at 28 days or 6-bag mix. In addition, all concrete shall be air entrained. Total air content (percent by volume of concrete) shall be not less than 5 percent (5%) of more than seven percent (7%).
AMENDMENT TO SECTION R-403
FOOTINGS
   A.   Subsection R-403.1 General: Delete the text in this subsection in its entirety and insert the following:
   All exterior walls, bearing walls, columns and piers shall be supported on continuous solid masonry or concrete footings, or other approved structural systems which shall be of sufficient design to support safely the loads imposed as determined from the character of the soil, and shall in all cases extend below the frost line. Minimum sizes for concrete footings shall be as set forth in Figure No. R-403.1 unless designed by a licensed architect or structural engineer and shall be determined by the recommendations of a geotechnical soil report attesting to the bearing values of the soil and the use of trenched foundations. The Code Official may require a field soil test to be performed to verify the bearing capacity of the soil.
   The foundation requirements for residential, detached garages and sheds over 120 square feet in size shall be a twenty inch (20") wide by fourteen inch (14") deep continuous concrete footing with a minimum of two (2) reinforcement bars evenly spaced within the footing.
   A minimum of a continuous 10 inch (10") wide, 42 inch (42") deep foundation belled to 12" min. is required for all room additions, on concrete slabs, in which the bottom of the floor joist is located less than 30 inches (30") above grade. Pier foundations where permitted for room additions and porches with permanent roofs shall be a minimum of twelve inches (12") in diameter and extend 42 inches (42") deep.
   The top surface of footings shall be level. The bottom surface of footings may have a slope not exceeding 1 in 10. Footings shall be stepped where it is necessary to change the elevation of the top surface of the footings or where the slope of the bottom surface of the footing will exceed 1 in 10.
   Structural slabs-on-ground and mat-type footings for dwellings located on expansive soils shall be designed and installed in accordance with PTI "Post-Tensioned Slabs-on-Ground" or WRI "Design of Slabs-on-Ground Foundations" listed in Section S-26.303, or in accordance with other approved methods.
   All crack, concrete separation, and the like shall be permanently closed with an approved epoxy type material in all concrete slabs or concrete foundations.
AMENDMENT TO SECTION R-404
FOUNDATION WALLS
   A.   Subsection R-404.1 Masonry foundation walls:
   Add sentence: Concrete masonry foundation walls shall not be used.
   B.   Table No. R-404.1.1(1)
   Under "Plain Concrete and Plain Masonry Foundation Walls" delete the following:
   Plain Masonry Columns of Table.
   C.   Section R-404.2 Wood foundation walls:
   Delete the text in this subsection in its entirety.
   D.   Delete Subsections R-404.2.1 Wood grade; R-404.2.2 Stud Size; and R-404.2.3 Height of backfill and R-404.2.6 Fastening in their entirety.
AMENDMENT TO SECTION R-405
FOUNDATION DRAINAGE
   A.   Section R-405.2 Wood Foundations: Delete the text in this subsection in its entirety.
   B.   Delete Subsections R-405.2.1 Base; R-405.2.2 Moisture barrier; and R-405.3.2 Drainage system in their entirety.
AMENDMENT TO SECTION R-408
UNDER-FLOOR SPACE
   A.   Subsection R-408.2 Opening for under-floor ventilation:
   Delete under "Exceptions" - Items No. 1 through Items No. 4
   B.   Insert Subsection R-408.7 Vapor Barrier:
   R-408.8 Vapor Barrier:
   In all crawl spaces a vapor barrier is required. A two-inch (2") slush coat of concrete is required on the floor of the crawl space. All crawl spaces shall have an approved sump pit and pump installed to drain any ground water to the exterior.
