AMENDMENT TO SECTION 3303
DEMOLITION
   A.   Subsection 3304 Vacant Lot
   3303.4 Vacant lot:
   Add sentence: All vacant lots shall be seeded with grass within 90 days of the demolition and maintained properly.
   B.   Subsection 3303.8 General; Procedures
   3303.8 General procedures and requirements: Before proceeding with the wrecking or tearing down of any building or other structure more than one thousand (1,000) cubic feet in size, a permit for such wrecking or tearing down shall first be obtained by the owner or his agent from the Code Official, and it shall be unlawful to proceed with the wrecking or tearing down of any building or structure, or any structural part of such building or structure, unless such permit shall have first been obtained. Application for such permit shall be made by the owner, or his agent, through the Code Official, who shall issue such permit upon such application and the payment of the fee herein provided for.
   Every application shall state the location and describe the building which it is proposed to wreck or tear down. Upon the issuance of said permit, such building may be wrecked or torn down, provided that all the work done there under shall be subject to the supervision of the Code Official and to such reasonable restrictions as he may impose in regard to elements of safety and health; and provided further, that the work shall be kept sprinkled and sufficient scaffolding shall be provided to insure safety to human life, and to comply with the provisions of the Statutes of the State of Illinois here fore made and provided.
   WRECKING BOND:
      1.   Before any permit is issued granting authority to wreck a building or structure for which such permit is required, the person engaged in the work of wrecking the same shall file with the Code Official a bond with sureties to be approved by the Village Attorney to indemnify, keep and save harmless the Village against any loss, cost, damage, expense, judgment or liability of any kind whatsoever which the Village may suffer, or which may accrue against, be charged to, or be recovered from, the said Village or any of its officials from or by reason or on account of accidents to persons or property during any such wrecking operations, and from or by reason or account of anything done under or by virtue of any permits granted or any such wrecking operation. Each bond shall be submitted to the Village Attorney for approval as to form.
      2.   Such bond in each case shall extend to and cover all such wrecking operations carried on through the permit or permits obtained there under by such persons and no permit shall be issued for any wrecking work, except as herein before otherwise provided. Said bond shall be in the penal sum of one hundred thousand dollars ($100,000.00) for all wrecking operations on such buildings and other structures not more than three (3) stories in height. Said bond shall be in the penal sum of two hundred thousand dollars ($200,000.00) for all wrecking operations on such buildings and other structures four (4) or more stories in height. There shall be an additional bond filed in the penal sum of five thousand dollars ($5,000.00) conditioned upon the restoring and leveling of the premises upon which such wrecking operations have been completed.
      3.   Upon the filing of such bond or bonds, the person engaged in the work or wrecking such building and other structures, may obtain permits for such wrecking operations as are authorized under said bond or bonds as herein above provided for; provided however, that in case of accident or casualty in the progress of any wrecking operations carried on under any permit so issued, or the happening of any circumstance which might, in the opinion of the Code Official, render such bond or bonds inadequate, the Code Official may, in his discretion require such additional bond as he may deem necessary to fully protect the Village from loss resulting from the issuance of such permit before he allows the work to proceed or before any additional permits are issued by him.
   C.   Subsection 3304.1.5 Temporary Fencing:
   Temporary fencing, a minimum of six (6) feet in height shall be placed around construction sites under the following conditions:
      1.   An excavation more than four (4) feet in depth is constructed.
      2.   Heavy equipment is used on the site.
      3.   Where required by the code official.
      4.   Exception: residential subdivisions where there are no occupancies issued.
   D.   Subsection 3305.1 Facilities
