8-3-4-1: RATES AND CHARGES ESTABLISHED:
   A.   Combined water rates and sewer service for users within the corporate limits of the Village shall be as follows:

   B.   Additional Charges: In addition to the rates for water and sewer use charges set forth in subsection A of this section, there shall be an additional monthly infrastructure fee, based on meter size, as follows:

   C.   Water Service Only: For any user of water service only within the corporate limits of the village, there shall be a charge or rate computed equal to the rate shown in subsection A of this section.
   D.   Sewer Service Only: For any user of sewer service only within the corporate limits of the village, there shall be a charge or rate computed equal to the rate shown in subsection A of this section.
   E.   Commercial And Industrial Users:
      1.   Any commercial or industrial user whose monthly water usage averages one million (1,000,000) gallons or more per month may apply to the public works director to have its sewage discharge be metered and billed at a discounted rate. In no event shall the monthly metered sewer charge be less than eighty percent (80%) of the charges had the sewer services been billed based upon the water usage calculations for commercial or industrial users averaging less than one million (1,000,000) gallons of water per month. The installation and maintenance of any sewer meter shall be at the expense of the applicant and under the direction of the public works director.
      2.   Any commercial or industrial sewer user who is tributary to a village sewer line that connects to a municipal sewer system other than the village of Streamwood shall pay sewer charges of no less than the rate the village is charged by the municipality whose system receives such sewage.
   F.   Automatic Sprinklers And Standpipe Connections:
      1.   Automatic sprinklers and standpipe connections shall be charged a connection fee payable at the time of any application and shall be in the following amounts:

      2.   The minimum sprinkler connections allowed in the village shall be four inches (4").
   G.   Multiple Users:
      1.   In the event there may be more than one user served by a connection to any of the services supplied by the village as above referred to, such users will pay the full fixed monthly rates for the particular services so availed of for each additional user; provided, however, that such charges shall not apply to public or private schools or to municipal entities.
      2.   A "multiple user" is defined as any additional number of family or commercial units located on the same premises or being served through a single water meter such as cottages, apartment buildings, more than one commercial unit in the same building or commercial and residential units located in the same building. In all such cases, there shall be an additional fixed sewer service charge if sewer service is supplied, for each additional unit connected to the system. Water and sewer usage shall be billed without further consideration to the number of units connected.
   H.   Outside Corporate Limits:
      1.   The rates and charges to the residential class of users of the waterworks and sewerage system of the village whose premises are located outside of the corporate limits of the village and that have entered into an approved preannexation agreement with the village shall be the same rates and charges as those of residential users whose property is located within the corporate limits of the village.
      2.   Other than as provided in subsection H1 of this section, the rates and charges to the classes of users of the waterworks and sewage system of the village whose premises are located outside of the corporate limits of the village shall be two hundred percent (200%) of the rates and charges to the equivalent classes of users whose premises are located within the corporate limits of the village.
      3.   The rates and charges to the classes of users of the sewage system of the village whose premises are located outside of the corporate limits of the village shall be forty five cents ($0.45) per one thousand (1,000) gallons with a fixed monthly charge of twenty four dollars ($24.00) allocated as follows:

   I.   Water Use For Construction: A permit fee of one hundred fifty dollars ($150.00) is required for any fire hydrant connection for construction use. In addition, a deposit as follows is also required:
 
3/4 inch or 1 inch meter
$300.00 plus an estimated amount based on $6.90 per 1,000 gallons of water used, as approved by the director of public works.
2 inch or larger meter
$1,000.00 plus an estimated amount based on $6.90 per 1,000 gallons of water used, as approved by the director of public works.
