The president and board of trustees are hereby authorized to make such rules and regulations consistent with this chapter for the connections to the waterworks and sewerage system, specifying the types and sizes of pipes and all other appurtenances and extensions thereto and amend the same from time to time as may be deemed necessary. All service pipes and connections to the combined waterworks and sewerage system shall comply with said specifications and rules. Any person not complying with the specifications and rules for the connection to the waterworks and sewerage system shall be subject to a penalty as hereinafter provided. (1994 Code)
