All charges for making connection to the sewer system of the village shall be payable at the time of any application and shall be in the following amounts: (1994 Code)

For the purposes of this section, it shall be presumed that two and one-half (21/2) persons generate flows of two hundred fifty (250) gallons per day; provided, however, that for computing flows of commercial, institutional and industrial uses, each employee not living on the premises shall be presumed to generate fifty (50) gallons per day of flows; except that, if such use operates on two (2) or more shifts, each employee shall be presumed to generate thirty four (34) gallons per day of flows.
