No connection to the village waterworks or sewerage system shall be covered until the work has been inspected and approved by the appropriate officer or employee of the village.
For connection charges as established by this chapter, the village will inspect the water service or sewer service to determine that the construction thereof is in accordance with the specifications established by the village for the regulation of the waterworks or sewerage system, and specifically with respect to the sewerage system, to provide for the expense of necessary construction of improvements to said system in order to meet all requirements to permit new users to utilize the sewerage system of the village, all in accordance with the rules and regulations of the environmental protection agency of the state of Illinois and all other regulatory agencies.
