6-4-2: POSSESSION; SALE AND/OR DISCHARGE OF FIREWORKS:
   A.   Except as hereinafter provided, no person, firm, partnership or corporation shall possess, offer for sale, expose for sale, sell at retail, keep with intent to sell at retail, use or explode any fireworks, provided that the fire chief may issue permits for supervised pyrotechnic displays of fireworks in the village, including, but not limited to, fair associations, shopping centers, units of government and other civic organizations, or groups of individuals.
      1.   Such permits may be issued upon approval of an application submitted to the fire chief and after compliance with all code regulations contained herein, and the filing of a bond by the applicant as provided hereinafter.
      2.   Every such display shall be handled by a competent operator, and shall be of such composition, character and so located, discharged or fired as in the opinion of the fire chief shall not constitute a hazard to property or endanger any person or persons.
   B.   Pursuant to such permit having been granted, possession, use and distribution of fireworks for such display shall be lawful for that purpose only; and no permit granted hereunder shall be transferable.
   C.   The fire chief, police chief or their designees are authorized to confiscate, seize, take, remove or cause to be removed at the expense of the owner all stocks of fireworks or combustibles possessed, used, offered, exposed for sale, stored or held in violation of this chapter.
   D.   No consumer fireworks display shall be permitted in the village of Streamwood, unless otherwise conducted as a part of a pyrotechnic display.
