6-2-5: AMENDMENTS TO FIRE CODE:
The international fire code is amended with the following local changes:
Section 101.1 Title. Shall read as follows:
   101.1 Title: These regulations shall be known as the fire code of the village of Streamwood, hereinafter referred to as "this code."
Delete section 103.2 in its entirety.
Delete section 108.3 and replace with the following:
   108.3 Recordkeeping
   A record of periodic inspections, test, servicing and other operations and maintenance shall be maintain on the premises or other approved location for not less than 3 years, or a different period of time where specified in this code or referenced standards. Records shall be made available for inspection by the fire code official, and a copy of the records shall be provided to the fire code official on request.
   The fire code official is authorized to prescribe the form and format of such recordkeeping. The fire code official is authorized to require that certain required records be filed with the fire code official using a third-party inspection reporting service.
Add section 307.4.1.1 as follows:
   A permit shall be obtained from the fire code official in accordance with section 105.6 prior to kindling a bonfire. This section further restricts the permitting process to owners of the land on which the fire is to be kindled.
Add section 307.4.2.1 as follows:
   A permit shall be obtained from the fire code official in accordance with section 105.6 prior to kindling a recreational fire. This section further restricts the permitting process to owners of the land on which the fire is to be kindled.
Section 307.4.3: delete exception.
Add section 307.4.3.1 as follows:
   Material To Be Burned: Outdoor fireplaces are limited to burning the following materials:
      1.   Cut wood (unpainted, unfinished).
      2.   Manufactured logs.
      3.   Manufactured non-wood logs specifically made for use in fireplaces.
   No other material may be burned in outdoor fireplaces. Pressure treated wood, rubbish, leaves, garbage, and other waste are expressly prohibited.
Add section 307.4.3.2 as follows:
   Smoke Generation: The fire in an outdoor fireplace must be maintained in such a manner as to minimize the generation of smoke. Smoke that is a result of a smoldering or dying fire shall be eliminated. Generation of such smoke is considered a public nuisance punishable by fine.
Add section 307.4.3.3as follows:
   Extinguishing/Safety: All fires in an outdoor fireplace are prohibited during the hours of twelve o'clock (12:00) midnight and six o'clock (6:00) A.M. Fires must be extinguished in such a manner that all air to the fire is cut off or wet down the burning material with water until it is cool to the touch.
   All outdoor fireplaces must have a cover, screen, or glass doors to prevent the distribution of hot embers or sparks outside of the firebox.
   Outdoor fireplaces shall be attended by an adult at all times. Attendants shall constantly maintain the ability to extinguish the fire such as a portable fire extinguisher or water hose located on site. Manufacturer's installation, operating, and safety instructions shall be followed.
Add section 307.4.3.4 as follows:
   Violations of this Section are subject to a minimum fine as set forth in section 1-4-1 of the village code. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
Section 311.2.2: delete exception 1.
Add section 505.1.2 Building Address:
   505.1.2 Rear Entrance: The rear entrance of all buildings shall have a street address number in compliance with section 505.1.
   Exception: Detached one- and two-family dwellings.
   505.3 Multiple Doors: Doors located within the exterior perimeter of all buildings that are in addition to the main entrance or main rear entrance shall be identified with address numbers or other approved designation by the code official.
   Exception: Detached one- and two-family dwellings.
Delete section 506.1 and replace with the following:
   506.1 Where required. All buildings shall be required to install and maintain a key box approved by the fire code official to provide immediate access necessary for life-saving or fire-fighting purposes including the investigation of fire alarms. The key box shall be of an approved type and shall contain keys to gain access as required by the fire code official.
   Exception: Detached one- and two-family dwellings.
Delete section 506.1.1 and replace with the following:
   506.1.1 Keys Required: Required keys shall include those necessary to access exterior and interior doors and provide entry to all spaces, Keys for fire alarm panels and fire protection systems, keys for elevators and electrical equipment, keys or codes to access security alarms shall not be provided. In buildings exceeding one story in height, one set of keys shall be provided for each floor.
Delete section 506.1.2 and replace with the following:
   506.1.2Key Box Capacity: Key boxes shall be of sufficient size to accommodate the required keys. In buildings containing 1-3 occupancies, the key box shall have a minimum capacity of 10 keys. In buildings containing 4-10 occupancies, the key box shall have a minimum capacity of 25 keys. In buildings containing 11 or more occupancies, the key box shall have a minimum capacity of 50 keys.
Add section 506.1.2.1 as follows:
   Number Of Key Boxes: In buildings over 50,000 square feet, the fire code official may require multiple key boxes.
Delete section 507.5.1.1 and replace with the following:
   507.5.1.1 Hydrant For Standpipe And Automatic Sprinkler Systems: Buildings equipped with a standpipe system or automatic sprinkler system shall have a fire hydrant within 100 feet of the fire department connections.
Add section 604.5.5 as follows:
   Temporary Use: Extension cords are intended for temporary use not exceeding 30 days. Extension cords not in use shall be removed.
Add subsection 901.4.1.1 System Monitoring And Alarm:
   All required fire alarm systems, automatic fire suppression systems and wet standpipe systems shall have supervisory, trouble and fire condition signals transmitted to the village of Streamwood fire department alarm board at Northwest Central Dispatch in accordance with NFPA 72, remote station direct connection using an approved radio transmitter. It is the responsibility of the building owner to maintain this supervision during the required life of the building.
Delete section 901.4.2 and replace with the following:
   901.4.2 Non-Required Fire Protection Systems: Any fire protection system or portion thereof not required by this code or the international building code shall be allowed to be furnished for partial or complete protection provided such installed system meets the applicable requirements of this code or the international building code, whichever is more restrictive. Removal of existing non-required fire protection system components is subject the approval of the fire code official.
Delete section 901.6.2 and replace with the following:
   901.6.2 Records: Records of all system inspections, tests, and maintenance shall be maintained on the premises for a minimum of three years and shall be copied to the fire code official upon completion.
Delete section 904.12.5.2 and replace with the following:
   904.12.5.2 Extinguishing System Service: Automatic fire- extinguishing systems shall be serviced at the earlier of every six months and after activation of the system. Inspection shall be performed by qualified individuals licensed by the Illinois office of state fire marshal, and shall bear a current inspection tag or label. A certificate of inspection shall be available on the premises, and a copy forwarded to the fire code official upon completion.
   Section 906.1.1: delete exception.
Delete section 906.2.1 and replace with the following:
   906.2.1 Servicing Of Portable Fire Extinguishers: All portable fire extinguishers shall be inspected and/or serviced at the earlier of annually or after each use. Inspection shall be performed by qualified individuals licensed by the Illinois office of state fire marshal. All portable fire extinguishers shall bear a current inspection tag or label.
Delete section 907.2 and replace with the following:
   907.2 Where Required: An approved fire alarm system installed in accordance with the provisions of this code and NFPA 72 shall be provided in new buildings and structures in accordance with sections 907.2.1 through 907.2.23, but without regard to occupant load or building area thresholds. Systems shall provide occupant notification in accordance with section 907.5, unless other requirements are provided by another section of this code.
   Monitoring: All fire alarm systems shall have supervisory, trouble, and fire condition signals transmitted directly to the village of Streamwood fire department alarm board at Northwest Central Dispatch in accordance with NFPA 72, remote station direct connection using an approved radio transmitter. It is the responsibility of the building owner to maintain this supervision during the required life of the building.
   Exceptions:
      1.   Occupancy classification A5;
      2.   Single family occupancies; and
      3.   Single station detectors required by section 907.2.10
Delete section 1010.1.9.2 and replace with the following:
   1010.1.9.2. Door handles, pulls, latches, locks and other operating devices shall be installed 34 inches minimum and 48 inches maximum above the finished floor.
Delete section 1010.1.9.5 and replace with the following:
   1010.1.9.6 Bolt locks. Manually operated flush or surface mounted bolts at the top or bottom of the inactive leaf of a pair of doors shall not be permitted when the width of the inactive leaf is needed to meet egress capacity requirements. Approved automatic flush bolts shall be permitted provided that the door having the automatic flush bolts does not have a doorknob or surface mounted hardware.
