A final determination of violation liability shall occur following failure to pay the fine, a failure to request a hearing by the respond by date, after a hearing officer's determination of violation liability, failure to file a petition to set aside determination of liability in a timely manner and the exhaustion of or failure to exhaust any administrative review procedures provided by this code or the Illinois administrative review law 1
