5-3-7: ALL NIGHT PARKING:
   A.   No person shall park any vehicle between the hours of one o'clock (1:00) A.M. and five o'clock (5:00) A.M. of any day on any street in the village, unless an overnight parking permit has been issued. Overnight parking permits shall be issued with the following restrictions:
      1.   Each dwelling unit within the village shall be allowed a maximum of five (5) overnight parking permits within a calendar year.
      2.   Each permit shall be valid for a maximum of three (3) nights. A parking permit shall be issued and in effect for those nights evidencing the granting of permission for parking between one o'clock (1:00) A.M. and five o'clock (5:00) A.M.
      3.   Parking permits will be issued, in person, at the police department after completion of an application or by completing the online request form found on the Village website.
      4.   No overnight parking permit shall be issued where a recreational vehicle prohibits the legal off street parking, unless a valid permit has been issued by the community development director for the off street parking of said recreational vehicle.
   B.   In multi-family areas, where legal, off street parking is proven to be limited, permit parking may be allowed on the street when authorized by the police chief and the community development director. Prior to issuing neighborhood parking passes, the association's parking policy and enforcement shall be reviewed for compliance. A separate neighborhood parking sticker will be issued, with the annual vehicle sticker, for each vehicle as requested in these areas. Parking on the designated street areas will be on a first come, first serve basis and restricted to one side of the street where indicated by neighborhood permit parking signs.
