4-1-3: DEPUTY CHIEF OF POLICE:
   A.   Office Created: There is hereby created the office of Deputy Chief of Police, which officer shall be appointed by the Village Manager from recommendations of the Chief of Police. There shall be two (2) such positions. If a Deputy Chief shall, at a later date, no longer be Deputy Chief of Police, he shall automatically revert to and continue his rank, if any, held at the time of his appointment and such person shall not lose his rank, if any, by virtue of such appointment.
   B.   Duties: A Deputy Chief of Police shall:
      1.   Act for the Chief of Police during his absences or as delegated; execute general and special assignments in the planning, administration, coordination, direction, and review of departmental operations and activities.
      2.   The deputy chief in charge of field services administers, directs, and coordinates the activities of a large and complex division; develops internal policies and procedures and approves methods and procedures recommended by subordinate supervisors; reviews and evaluates the results of various programs and activities through consultation with watch and section commanders.
      3.   The deputy chief in charge of support services, administers, directs, and coordinates the department administrative and staff services functions including personnel and training, records, auxiliary services, fiscal control, and property and evidence control; supervises and participates in the preparation and control of the department's budget.
      4.   Serve as a member of the department's management team providing advice and assistance to the chief of police; assist in setting department goals and in evaluating the extent and nature of their accomplishment.
      5.   Represent the department in relationships with other government officials and members of the public; conduct special assignments at the direction of the chief of police.
