(a) The mayor is authorized to issue a permit to any responsible sporting association or gun club to operate a shooting gallery or gun or rifle range, or to erect targets for gun, rifle or pistol practice, and shall prescribe the conditions governing the permit and the terms thereof. In addition, he may give permission to any duly organized artillery company or gun squad to fire cannons or firearms in any public park or public place.
(b) Prior to execution and issuance of any such permit a copy of the same shall be sent to the Police Department.
