(a) No person shall construct or maintain any leaching cesspool or well into which the drainage from any privy vault, the effluent from any septic tank or any sewage or house waste is permitted to discharge and leach therefrom into the surrounding soil.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
